How to shock import quota

Dear sir

I create CGE model to simulate effects of import quota.
Now the model is complete. There is no error and a number of equations satisfy a number of variables.
I would like to shock an import level increasing from 10% - 50 %.
If I determine IM(i) as fixed value, the number of equations more than number of variables

Which variables should I determine to free variables

Please suggest me

There is not enough info here for anyone to answer your question. Perhaps if you sent the model, and a description of how to reproduce the error, somebody could offer some help.
