So far, the problem of missing menu bar after resizing GAMS Studio has only occurred on laptops with some Intel graphics chips. If your laptop has a second GPU, try binding GAMS Studio to the non-Intel GPU, or try the latest driver version for your Intel GPU.
In some cases the driver has to be updated via Panel->System and Security->System->Device Manager->Display Adapters->Intel HD Graphics ...->Update driver .
