SUM & MIN function

Dear experts,
I need to code the attached constraint in gams but I am not sure that SUM function works properly inside MIN function as an equation. Could you please help me in this issue?

Dear Renger,

I understand, you mean “send the self-contained, executable GAMS code…”. Actually my model is very long and I cant get the result before ending the model, I just wanted to know that I can count on MIN function with a summation inside or not. This link http://support.gams.com/doku.php?id=gams:min_function_don_t_use_it and made me become unsure about it. I will search more about it.
