That error would come up for both models (my model bilevel.gms and the EMP library model hark.stack.gms) when I used GAMS version 24.1. They both solved without error when I used version 24.4.6 like Steven said they should.

The issue was with the GAMS version I was using. Both models work now and now Bilevel.gms does what I expected.

Can you send the .gms source you used for the hark-stack run, and the .lst file and .log files you get? I can run hark-stack from EMPLIB with my 24.4.6 GAMS system with no problems.
