I eventually resolved the problem for my situation. There are a few things that can cause a “parameter error” (although I could not find an exhaustive list), but one of them is if you cannot write an output file, say if that output directory does not exist or is not write-able.
In my case, it was especially strange because I did not change the permissions of the folder. It was a weird MS Windows OS thing where it just “freaked out” and changed permissions on its own. Moreover, it didn’t let me fix the permissions until I installed the updates and rebooted the server.
FWIW, here are the details:
GAMS 23.3 64-bit
Windows Server 2008 R2 Standard (64-bit)
