cge model without commodity rows and column

hello
I work on CGE model by gams software,

in standard form that SAM (social accounting matrix) is contain commodity and activity rows and Column, I can use lofgren suggestion to write equations and set…but now I only have activity. how I must write cge model in gams in this situation .

SAM matrix is in bellow.

Dear Chiman,

Which CGE variety are you using?

May be there is one to one corrospondence (i.e. one activity produces one commodity). Therefore, the commodity set same as activity set. The second possibiity is that may be the commodity values are given in physical units than in monetary value as in the SAM?
